An ashen-skinned elf stands before the party, wearing a breastplate and boots of strange make.
Upon seeing the party, he demands gold in exchange for safe passage. Upon recognizing a female in the party, he will ask for a kiss in exchange for the party going free.
Brandishing his shortsword, "Halt, travelers. This road belongs to the mighty Nels Llendo. I will not let you pass without charge. 5 gold will see you safely on your way."

Nels uses the Eternal flame Guardian stat-block, with flaming weapon always on depending on the level of the party.
He drops a Flame Tongue Longsword (command word 'Kiss') and an oddly made, but still pristine quality, breastplate. The make of the breastplate offers no magical properties, but it can be sold to a discerning armorsmith for the full 400gp, instead of 200gp.
